The PIN retry counter on the card or at the issuer has been exhausted. The card is locked for PIN transactions until the cardholder unblocks it.

What it means
Cards and issuers both keep a PIN try counter, typically allowing three attempts before locking. A 75 says that counter reached zero. Only the issuer, or an ATM performing a PIN unblock, can reset it — no retry from the merchant side will help. Where a run of 55 responses preceded it, the underlying cause may not have been a mistyped PIN at all, but a PIN block or key fault silently burning through the counter.
Common causes
- The cardholder entered the wrong PIN the allowed number of times.
- A PIN block format, PAN-selection or key fault at the terminal, producing repeated 55s that consumed the counter without the cardholder ever mistyping anything.
- A card whose counter was already at zero from an earlier session.
How to fix it
- Nothing to do at the terminal. Direct the cardholder to their issuer, or to an ATM PIN unblock.
- If several cards hit 75 in a short period, treat it as a terminal fault rather than a run of forgetful cardholders — decode a PIN block against a known PIN and PAN and compare key check values.
- Offer a PIN-free alternative for the current transaction where the scheme and amount allow it, such as contactless below the floor limit.
